MATS is a part of Region IV which includes: Alabama, Georgia, Florida, Mississippi, Kentucky, North Carolina, South Carolina, Tennessee, U.S. Virgin Islands and Puerto Rico. The award is the first of its kind. It is granted to the transit system for increasing ridership through successful initiatives resulting in significant contributions and excellence in public transportation implemented in the calendar years 2005-2007.

MATS successful initiatives include:
Service Changes: Extending routes and service hours
Passenger Amenities: Installation of bus schedules holders, benches and shelters
Intermodal Center: Climate control waiting area for passengers that include restrooms, vending machines and televisions. Passengers can also buy passes here.
Partnerships: MATS has initiated informal strategic partnerships with local community leaders, social service agencies and neighborhood associations.

The award was presented at the Conference Luncheon on Thursday, May 29, 2008 in Atlanta, GA.
